New press Officer Orihuela Costa

It certainly was a shock to all of all of us when Louise Clarke from the RoundTownNews told us last Thursday that from 1st of January she would become the press officer of the PP for Orihuela Costa.
Until now we knew Louise as a “real” reporter, digging out the problems and bringing them to the public, and we wonder how she will cope with this new duty where she will be an instrument of the PP and only be allowed to transmit and public what our ruling party PP wants the citizens to know.
So she as well accepted the PP party's offer as many others before her – let us just think of Stefan Prokoppa who joined them shortly before the last elections in 2007.
Who will be next?
Her new job
– did not exist until now and
– is not included in the budget and
– has not been made public so that other canditates could have handed in their CV.
That means that she will be one more of the many “asesores” who work only for PP but who are well paid with all our money.
They (the PP)
– want to ban the opposition parties from the Town Hall in Playa Flamenca,
– they invite Residents of the Costa to a X-Mas meeting which in fact is a PP act paid most probably again with our tax money,
– half of them including Monica Lorente are under investigation,
– they waste our money in national and international trips and events increasing daily the existing debts of Orihuela and now
– they have “turned off” one of the few public negative voices of Orihuela Costa.
All citizens should bare these facts well in mind and use their right to vote on the next elections in May 2011. Time to register the right of vote in the Town Hall expires mid January 2011.

TAPA TRAIL IN ORIHUELA

Tapas Trail. Ruta de las Tapas.
From December 6th Orihuela has started its Ruta de las Tapas. This event, as appears in the press releases made by Councillor Abadía, is funded by the Town Hall and our ruling party PP with the amount of 25,000 .- €.
Los Verdes, The Greens, want to question the promotion this event has received and receives, where again we see the mismanagement of the PP.
An event of this type is designed to encourage citizens to go out, to attract new customers to bars and restaurants and simultaneously increase local retail sales.
But what a surprise we had when we went to the tourist office in Playa Flamenca: They have no informationa about it. Neither the list of bars who do partecipate. The employee was very kind and called the tourist office in Orihuela city: They also do not have any information. They had to take
off the list of bars partecipants of the press. Searching the internet we find the presentation and pictures of Councillor Abadía, with a little luck the list but not the announced map. On the website of the "Oficina de Promoción Comerial de Orihuela” (Office for Promotion of Orihuela Commerce)
the Ruta de las Tapas is not mentioned at all. It is mentioned from the 10th on, means 5 days after the start of it.
The tarjet of this type of event is not only that the citizen goes to the bar next door to have a drink and a tapa for only 2 €, but also to attract residents and tourists from the coast and other cities to visit Orihuela premises and to do their Christmas shopping in the city's businesses. But adresses such as “in front of Lidl” or “in front of children’s school” or “Los andenes” when the correct street name in the map is “Avda. de Teodomiro” clearly shows that it is only made for those who do know Orihuela and best would be if nobody else shows up.
Recently, the PP has invited coastal residents with free transportation to a purely PP event, letting them think that it was a pre-Christmas event organized by the Town Hall. So they could declare to the press that "many supporters of the PP have come from the coast."
For the Ruta de las Tapas it would have been a good idea to offer as well a free transport between the coast and the city at least for some days and publicize the event and the transport properly.
As usual the existence of almost 30,000 citizens of the municipality living on the coast is completely ignored, as well as the many tourists staying in these dates. The complete lack of any advertising in the coastline, where one third of the population of Orihuela lives, makes it clear that the Councillor Abadía with his many “asesores” (consultants), all paid with our tax money, do not have the capacity to carry out their work with the due profesionality.

DETAILS ABOUT VOTING

Some interesting data regarding population and elections of Orihuela Municipality. Believe me, it is worth to read it!

Orihuela is one of the largest municipalities of Spain. Its population is divided in 3 sections: Orihuela City, Orihuela Costa and the various suburbs, such as Torremendo, La Aparecida, Desamparados etc. The amount of the population is also equally distributed within these 3 “sections”, approximately 25.000 citizens in each of them.

Based on information of the INE (national institute of statistics), information available to everybody through their web page, in the year 2007 40.397 Spaniards went to vote but less than 3.000 Europeans.

On the 01.03.2010 there were 3.563 European citizens with the right to vote in Orihuela. This figure represents only 11,8% of all those foreign citizens which are actually registered at the Town Hall.

This is a very amazing and also frightening fact which shows clearly that there is a strong need of information regarding this matter.
Being registered at the Padrón does not automatically mean to be able to vote. When getting registered at the Town Hall in theory you should also be asked if you want to participate in the Municipal Elections. It might be that this is not always asked, or that the form is not handed out automatically, or that the European person who registers does not understand the question, or, or, or. We do not want to be mean, so we do not think that is done on purpose.
Contrary to what many people think, you can vote even without receiving paperwork from Valencia, as long as you are registered in the voting list. For some reason, you might not receive your forms by post.
The essential and basic rule to be registered to vote is to ask at the Town Hall for the form to register your vote. (Inscripción en el Censo Electoral)
They will hand you out a form which you have to fill in right there. On the rear of the form you find a description in English and other languages. You hand back the form filled in and signed and that’s it. It is of course necessary to show your passport and may be also to bring a copy of it. At the present time, at Orihuela Costa town hall they do ask for your residencia, respectively your inscription in the foreign registry. If this is totally correct is doubtful, but we must admit that it makes sense to be on the foreign registry if living here permanently and legally to have a right to vote.

A few months before the election, the INE (national institute of statistics) issues a voting list where all the registered voters are listed. This list will be available at the Town Hall where everybody can check if he/she is listed. The political parties also have access to this list and will certainly be helpful to check out for you if your registration is correct. In case you are not listed but have handed in the form, or if your details are not correct, a complain form can be filled in.

When this is all done and the big day comes, your vote can contribute to initialise the change in Orihuela Costa which many of us are hoping for.

Before the last 2 elections (in 2003 and in 2007) we could notice a few problems for the European citizens to apply for their right to vote, such as PC out of order, no forms available, not enough staff, long waiting queues etc. etc. With the years these kind of problems have hopefully vanished but we suggest to all of you to register your right to vote as soon as possible and not to wait until the last minute. If you experience any problems, don’t hesitate to let us know and we will help you.

In 2007 TEN PARTIES STARTED AT THE ORIHUELA ELECTIONS!!!
The total votes were divided as follows:

Partido Popular 14 councillors 14.113 votes 44,76 %
PSOE 7 councillors 7.114 votes 22,56 %
Los Verdes 3 councillors 2.829 votes 8,97 %
Centro Liberal R. 1 councillor 1.881 votes 5,97 %
Total of 82,26 %

Total votes of the 3 above mentioned opposition parties:
11.824 votes = 37,5 %
So the not mentioned remaining 6 small political groups (this includes Claro, the political group which only acts on the coast) did get a total of 17,74 %.
Imagine what could have happened if only half of those 17,74 % would have voted for one of the three big opposition parties….. Yes, the PP would have lost their absolute majority.

REGISTRATION IN THE VOTING LIST IS POSSIBLE ONLY UNTIL THE END OF NOVEMBER THIS YEAR. REGISTRATIONS WHICH ARE DONE AFTER THIS DATE, WILL NOT BE CONSIDERED FOR THE COMING ELECTIONS.

Transparency

It has been prooved what we all know: Orihuela's administration is not transparent.
“Transparency International España” is a society which is a global coalition against corruption (www.transparency.org or, for those who speak Spanish: www.transparencia.org.es)

On a study of 110 Town Hall administrations referring to the transparency of their work in different sectors, here are some results which confirm our doubts and thoughts:

Regarding the Global transparency, Orihuela is at nr. 91 out of 110!!!

Transparency in the relation with the citizens and the society: 108
Transparency in matters of urbanism and public work: 105
Transparency in economic and financial matters: 70
Transparency of service contracts: 88

Only “Information about administrative staff” has a slightly better result with place 51.

These results show clearly that the ruling party PP is definitely not giving the necessary transparency to their work in spite of what their spokesmen keep telling us. Already during the past years, the town hall Orihuela has always occupied one of the last places in the list of the Spanish town halls referring to the transparency of their work and we can see that little or nothing has changed.

Los Verdes want to point out that this is only a mirror of the daily situation in our town hall: Balances which are not approved, information which is never given to the councilors of the opposition parties, doubts about urbanism contracts which are already dealt with at court and a look in the latest newspapers shows us how the PP is governing.

Fiesta - Hog Roast

Saturday 26th of June Los Verdes did held a Fiesta at the Rendez-Vous Bar at Las Filipinas. The Councillors Monserrate Guillén and Manuel Gallud from Orihuela attended the fiesta together with Martina Scheurer, spokesperson of Orihuela Costa. Nearly 100 people, members, friends and neighbours of all nationalities attended the fiesta and the delicious Hog Roast.




Deficiencies in Playa Golf I





On the 25th of June I went to visit some neighbours of Playa Golf I, a residencial of 84 properties situated in the sector La Cuerda, next to Aldi.
26 of these properties are facing Calle Ciprés. This street leads to Playa Golf II and Torrezenia, joining the roundabout of the motorway entrance in La Zenia.

A street with a lot of traffic of all type, cars, taxi, lorries going along at high speed.
23 of the 26 properties situated along this street do not have any street lights and no foot path. The green area does not exist - it seems to be the empty plot situated in front of the houses.
Up to here the story sound like so many others here in the area - but there is a big difference: These properties all have their HABITATION CERTIFICATE (licencia de primera ocupación) since February 2007. The residencial was build by Grupo San José - a good friend of PP as we all know - and the Town Hall has accepted it in spite of the very clearly showing deficiencies. After the elections in 2007 the residents contacted Stefan Prokoppa, asesor of the PP, who did explain that the builder is responsable and has to finish the work and, in case he would not, the bond money would be used for it. Based on the law, a builder has one year time to do so before getting back his bond. Well there is still no footpath, no street lights and most probably Grupo San José got the ond bond back, so at the end we will all have to pay for it - as usual.This is again showing us clearly how the PP cares about us and also how efficient the work of Mr. Stefan Prokoppa is, who only seems to be there to make people sign in to the PP or organizing bikini fiestas on the beach.Los Verdes are forwarding the matter on the Pleno of July and will investigate to see what really happened there and what can be done to help the residents who do live in this dangerous situation.

Cleaned land, a little success






Based on a neighbour's request, councillor Manuel Culiañez did apply at the Town Hall for a plot of land situatd behind the Mercadona of Las Filipinas to be cleaned.

In fact as you can see from the fotos, the privatly owned place was overgrown and in very bad conditions with a high risk of fire during this hot summer. We presented the request on the 2nd of July and now, end of July, the plot has been completly cleaned by the owner. That is really a success. Now we do hope, that the Town Hall will also clean its own part which is the plot next to it as well as the overgrown footpaths.




A place at Town Hall Playa Flamenca

The opposition parties have requested several times already an office at the Town Hall Playa Flamenca. Until the day of today, thsi request has always been rejected by the PP. They told us, that in Playa Flamenca it is not a Town Hall -
ups - we must have misunderstood the word "Ayuntamiento" written in big letters at the front of the building...
We started to be present together with PSOE and CLR on the last 2 Wednesdays and starting this week, Los Verdes will be present in the Town Hall of Playa Flamenca on Friday mornings from 10.30 to 12.30 to attend all the citizens who do come to see us. The ruling party does deny us an office there, saying that the Town Hall is "full", that there is no space etc., but we will be there in the Hall to attend whoever comes in search of help or information.

Hope to see you there on one of the coming Fridays.
Let's make clear that the town hall should be for everybody, and not only for the ruling party.

Budget approved by PP only.

BUDGET 2010

Finally last week at the special pleno on Thursday the Budget 2010 has been approved with the sole votes of the PP.

Here some details of it:

As you know Orihuela town has one third of the inhabitants, and Orihuela Costa also has one third, the last third are the citizens living in suburbs like Torremendo, La Murada etc.
The investment for Orihuela town is 4,3 million euros. For the Coast it is 700.000 euros. From Los Verdes we are strongly criticising this, especially as the Coast is the most important tourist focus of the municipality. This again shows very clearly that our ruling party PP is only interested in the votes of the Coast, but not in the real necessities of the area.
From Los Verdes we made a number of specific requests for Orihuela Costa to be included in the budget, such as
- a Youth Center
- Adaptation of the parks and roundabouts with so called "zerojardinería" (zero gardening, proposition of Los Verdes of 2007, approved by PP but it never came to action) local plants, easy to maintain and with a very low cost.
- Improvement of the accessibility of the beaches
- Children's play ground in Campoamor
- Offices at the Town Hall in Playa Flamenca for the opposition parties
- Improvement of the street signs and many more.

We from Los Verdes want to offer a different way of "ruling" Orihuela and we are convinced that the time is there to regenerate the way Orihuela is managed.

Pleno April 2010

Resumé of Pleno of 27th of April 2010

Again a new big building project is taking its way. This time outside Orihuela, called “Molino de la Ciudad”. All opposition parties are against it. There is no building land in the suburbs of Orihuela (Torremendo, La Murada etc.), therefore young families who want their own housing do have to move somewhere else. This project will destroy the rest of the traditional “Huerta” (vegetable fields etc.) of the area. Also the promoting work will most probably be given to Grupo San José (yes, THE San José which is nearly bankrupt, but Councillor Barberá of Urbanism did say that having some financial problems does not mean that the company will disappear. But we from Los Verdes do not understand his position.

Request of the PSOE that the old Court Building (near the Town Hall) which belongs to the Generalidad Valencia should be handed over to Orihuela. At the present moment Orihuela Town Hall is paying large amounts on rent for official offices and on the other side this building is empty since the Court moved into the new building some years ago. It is requested that the Town Hall makes some pressure onto Valencia to obtain this building.

Los Verdes request that Mr. Jaume Matas and Mr. Luis Fernando Cartagena should not cover anymore the special duty on the Fiesta day of Orihuela as they both have been condemned.

All oppositon parties did approved.

Request of Los Verdes to reserve land in the new planning for a cemetery in Orihuela as well as in Orihuela Costa.



Request of CLR to improve the very bad condition of the La Regia Park.
Councillor Aniorte insist that this park is not “abandoned” and “does not look to bad”, he shows pictures taken from far away. Los Verdes and PSOE do fully support the request of CLR. Aniorte insists that 26.000 € have been spend there (where?) in the last 3 years.
He also points out that more than 40 urbanisations have been build and some of them where handed over badly or left unfinished. The opposition parties do answer that they should not have permitted it if they cannot handle it. There is a heated discussion which is cut short by Monica Lorente as she agrees that “the park will be put in good conditions”. We will keep an eye on it.

Open questions from several other Plenos:

- Los Verdes applied for a list of the mobile phones and asked to view the bills:
o Still no answer. Answer will come in writing.

- I.E.S. School in Playa Flamenca: When will the construction carry on?

- Los Verdes do complain about the schedule of the mobile recycling system and also the fact that it is not put at knowledge of the citizens. The company responsible for the waste collection is permanently not fulfilling the contract conditions. Councillor Abadía as usual defends the company and says we can only complain and should make some suggestions. We will. We always wonder that councillor Abadía, who is paid with money of the citizens, defends the waste company instead of investigating if they fulfil or not…..

- Los Verdes do again ask about the budget for 2010 and the balance of 2009. Lorente says that the balance of 2009 is ready and “looks good”, so we all wonder why it is not presented at the Pleno…. We insist on the budget for 2010 as we are already in May.

Parks in Orihuela Costa

It is always a pleasure to read that our ruling party PP is going to invest x millions of Euros in the green areas of Orihuela Costa to make them more attractive.
We all know that there is no money and that we have a big crisis, but it does not need millions to keep our existing green areas in good conditions. Back in 2007 Los Verdes made a proposition to use only local plants in public parks which do not need watering and only need little care. Many plants are growing wild and, if cut down to 10cm would be a wonderful coverage for the ground, keep the soil in place when it rains and also look nice. But what does the PP do? Spray the whole ground once or twice a year with chemicals and than pull everything out and leave a naked and empty piece of land where the rain takes the soil away and the wind does the rest. This happens in the El Galan park which at the present moment is “tidy”. See picture on the left. The upper part of this area belongs to San Miguel. The picture to the right .
Los Verdes will request to the ruling PP that the decisions of 2007 are put into action and that the parks are kept with natural plants, leaving them green and avoiding to spray chemicals and pull out everything.

We are also at the moment checking the conditions of the other parks which are officially maintained by the Town Hall. Los Verdes do fully support the complain and proposition from other opposition parties regarding the La Regia park.
To our big surprise, on the last pleno of 27th of April the proposition of CLR to improve the condition of the La Regia Park was accepted, but councillor Aniorte also stated that the La Regia Park “is not abandoned”, that it “costs 1.700€ per month to maintain it” and he also pointed out that 23.000.-€ have been invested there in the last 3 years…………….(there where???) I suggest you all go to see this park, walk through it, let your children play or better not as it is too dangerous, try to play futbol, look well around and try to imagine where 23.000.- € have been spent…….
But we are very pleased that our ruling party PP did accept to improve the conditions of that park and we will keep an eye on it to see if this promise becomes reality in the near future.

Budget 2010

On the Pleno of April 27th 2010 Los Verdes did ask again about the balance of the year 2009 and the budget for the running year 2010. Both have not been presented yet.
Los Verdes did ask if this might be due to the fact that the balance of last year is so bad that it needs “to be corrected”, but Monica Lorente answered that “tha balance is ready” and “looks very good”.
So we ask why at the end of the month of April of 2010 the balance for the past still has not been presented and due to this, no budget for 2010 has been yet presented.
As usual our ruling party PP is acting based on their own schedule….

Cala Mosca

To what appeared a short while ago on the news of the Spanish TV channel L Sexta, I would like to make the following comment:The project of Cala Mosca (against which we demonstrated already in 2007 together will all oposition parties, see the 2 fotos) was approved by the ruling party PP in the last monthly pleno under the Maire Medina, just before the elections of May 2007. Nevertheless the PP got the absolute majority at the elections. Not only becaue they got suficient votes for it, but also because many citizens did not go to vote at all. But sadly enough also because many citizens gave their vote to small political groups who had no chance the reach the necessary 5% of all votes to get one councillor and be so in fact represented in the Town Hall. All these things made it possible that the PP is ruling us again and did now in fact as we know aprove the next big project in Pau 5.

Propositions to Budget 2010

Propositions of Los Verdes for the Orihuela budget 2010.

The budget of the running year was supposed to be decided at the monthly meeting (Pleno) in February 2010. Unfortunatly until today the budget for the running year has not been discussed at all.
Our propositions are not included in the existing budget for 2010. º

1. Installation of a Youth Center (already applied for by Los Verdes and also promised by the ruling party PP in their electoral programme in 2007)
2. Build an additional pedestrian-way or a separat footbridge to crossing the Autovia at Lomas de Cabo Roig. (promised by the ruling party PP in their electoral programme in 2007)
3. Foundation of natural areas/Parks in the coastal-area. (promised by the ruling party PP in their electoral programme in 2007)
4. Make sure that the existing accesses for disabled citizens, as for example to the bridges crossing the N332, are actually really accessible for wheelchairs.
5. Additional crossing of the N332. (from PP promised, however the construction of another bridge with moneys of the government fund was nevertheless refused).
6. Listing, labeling and protection of the " Vias pecuarias " (old livestock-ways, that are protected in Spain,) in the community area Orihuela, incl. coast.
7. Bus connection of Orihuela Costa and the other suburbs to the city Orihuela and to the hospital Vega Baja.
8. Installation of solar pannels and Fotovoltaik in public buildings (for example also swimming pools, changing rooms etc)
9. Introduction of a council-owned bicycle-distribution (like for example in Barcelona) in the city and at the coast.
10. Creation or expansion of a team, who`s task would be to mark the public woodlands of the municipality and to keep these clean.
11. Installation of public toilets in parks etc where necessary, in the city and in the coastal-area.
12. Improvement of the existing bus stops through installation of sun/rain protection.
13. Budget for the realization of integration-activities, distributes over the entire year, for foreign citizens.
14. Improvement and repair of street signs, like for example crosswalks, parking places etc in different streets of Orihuela Costa.
15. Construction of a connection-street between lot Balcones and Orihuela Costa.
16. Extension, improvement and completion of the Paseo of Agua Marina.
17. Municipality sports courses also in Orihuela Costa.
18. Citizen-ticket
19. Budget for the realization of integration-activities for foreign teenagers.
20. Information signs at those building sites which are denounced.
21. Purchase of decibel-measuring instruments for the Policia Local.
22. Disposal of municipality premises for the opposition parties in the Town Hall in Orihuela Costa.
23. Budget for a staff-plan through which certain overtimes of the town hall-personnel can be achieved by unemployed citizens.
24. Produce a plan with funds to help for renewable energies at buildings in the municipality.

Mobile Recycling System, 2nd





The Green Party denounces again the very bad functioning of the waste system in Orihuela and Orihuela Costa. The Green Party did investigate and found out that the company in charge is systematically unfulfilling the conditions established by their contract.
The mobile Ecoparque (recycling system) for example is based on a schedule so that it is following a time table and is stationed at a total of 24 different places one day a month.
We could check that if that day is a bank holiday, the mobile recycling container is not put in place, but also the service is not changed to another day, which means that this address is left out until the following month. We also could check that some places/or days are simply left out with no reason. No mobile recycling system appears on the schedules day. (Ex. El Presidente, C/ El Salvador on the 17th of March).
Very often 2 or even 3 containers for daily waste stand together, so that many neighbours have to walk a considerable distance to reach them.
The garden waste containers are metal grey. Unfortunately they usually stand alone and the citizen do not seem to know what “Solo poda particular” means. (= only house garden waste). When no other waste containers are nearby, they are filled also with domestic waste. We from Los Verdes do think that it is absolutely necessary to make an information campaign.

The contract with the waste company costs a lot of money (paid by all of us), but the service is not the one established in the contract for which we pay. When complains are handed in to the Town Hall, the responsible councillor, Mr. Abadia, defends the company when his duty should be to defend the citizens and check if the company fulfils its duties.

Until now the existence of a mobile recycling system and the schedule for it is not published on the official web of the Town Hall or the unofficial web of Orihuela Costa (Stefan). The leaflet is not lying out in the Town Hall and the tourist office keeps it behind the desk. No official campaign has been made to make this service public. Not knowing about it, the citizens will not make use of it and at the end, may be it can be stopped again “because it is not accepted by the citizens”……
